In the 1940s, solicitor Gordon Finemore started business as a sole practitioner in Bundaberg. Gordon Finemore later went into partnership with George Walters. In 1952, Ian Story also joined the partnership, and the firm "Gordon Finemore & Walters" became "Finemore Walters & Story". Over the decades that followed, the name Finemore Walters & Story remained unchanged, but many more solicitors joined the firm.
